actually it is due to the egg that such an occurance could be more likely. here is a scenario
sperm meets egg and becomes (word not coming so meet the symbol~?) so ? goes and starts developing itself and building shell. then ? is layed and continues to develope. however shell accidentally incased two bodies together and they fuse giving us the two headed dragon. and if you do not like that answer than explain the existance of a two headed snake.
