Sure!
The most difficult part , I find, is not drawing it, but getting ideas. Look at other animals or watch some fantasy films to get some ideas.
There are also loads of tutorials on the net, search Dragon tutorials, as I did once, and try some of them.
To start off with, draw the line of motion, a simple line which looks like its spine, then just work off that. Personally, I dont like drawing lots of cicles to represent their bodies first.
Pencil is best to start off with, dont rush, keep asking yourself question like could this dragon fly, are the legs big enough to support his weight, how long should his neck be?
After all the detail, and when you think youre finished try not to 'make adjustments', sometimes you might go too far and ruin it.

Remember that a dragon's wingspan was longer that its body, including the tail. And that long horns, a bladed tail, and clawed wings are unlikely, as they would hamper movement.

If you're looking to go really in-depth, purchase a few anatomy books- humans and animals both can help.
Being an ass, I wouldn't recommend tutuorials. That helps you draw in *their* style, not your own. Develop your own technique and it'll be far easier. Although looking up tutorials to get proportions right and the like is a good idea.

For ideas, try drawing a 'base' of sorts (head, legs, wings) and then stop. Step back, look at it, then think.
How can I make this feircer?
What can I do to make this the most unique mamma'jamma I've ever seen?

Add things you'd see on less spectacular animals- a roosters crest, a peacocks tail or markings, webbed forelimbs...
Let your imagination have fun a little

XD You took it a wee bit out of context there, I'm on about most tutorials
